A node opens when a link joins it to a Spark or to a node you have, whichever way the link points, and each level costs the node's points: the unlock check in the Enshrouded dedicated server's code (build 25988414, which matches the game's changelist 1269579). From level points alone (2 a level) that's character level 2; extra skill points from the world bring it lower.
